I am Dr. P.C.P. De Silva — a Senior Lecturer at the University of Moratuwa, Sri Lanka, and the founder of Circle Group of Companies. My career spans more than fifteen years across ICT education, software development, GIS and remote sensing, environmental science, town & country planning, and sustainable building design — a combination that allows me to teach not only the technology, but the real-world contexts in which technology must perform.
My academic journey began at home, with a BSc (Honours) in Town & Country Planning from the University of Moratuwa, Sri Lanka — the discipline that shaped how I think about systems, communities, and the long-term consequences of every design decision. I then read for a second BSc (Honours) in Computing at the University of Greenwich, United Kingdom, where I built the foundations in software engineering, databases, and systems design that still shape how I teach today.
Returning to Sri Lanka, I pursued an MSc in Environmental Science at the University of Colombo, Sri Lanka, broadening my work into the GIS, ecology, and environmental impact disciplines that I now consult on professionally. I am also an Associate Green Building Professional — a credential that aligns my planning and ICT expertise with sustainable, energy-efficient development practices that the industry increasingly demands.
I then earned my PhD from the University of Moratuwa, Sri Lanka (initiated at the University of South Australia, Australia) — a research journey that began in Adelaide and was completed in Moratuwa, focused on the intersection of ICT systems, geospatial analysis, and planning. That cross-border experience taught me how to bridge theory and practice, and how to bring international standards into a Sri Lankan classroom.
Beyond academia, I served as Director at the Information and Communication Technology Agency (ICTA) of Sri Lanka, the apex government body for digital transformation in the country. Through Circle Group, I continue to lead consultancy work on environmental impact assessments, transport impact assessments, real-estate developments, and digital infrastructure projects across Sri Lanka.
I designed the Diploma in ICT with AI as the distilled outcome of all of these chapters — university research, government digital strategy, private consultancy, sustainable design practice, and over a decade of teaching.
